Is the world ready for large-scale CO2 removal?

4 December 2019 – More than 70 nations have committed to net zero emissions by 2050 or earlier, but is society fully aware of what that entails? The IPCC says achieving this requires not only big emissions cuts, but also removing carbon dioxide from the atmosphere at a scale that has never been tried before.

Many CO2 removal approaches have been proposed, including nature-based solutions, and technological approaches. But none are ready to be deployed at the scale and the speed necessary, and in all cases would bring risks, costs, and trade-offs, as well as potential benefits. There is currently insufficient international governance to manage the difficult decisions ahead.

Governments and civil society are not paying sufficient attention to the challenge of governing CO2 removal at scale. At COP25, Carnegie Climate Governance Initiative (C2G) and leading experts will argue for more urgency in global discussions to plug the governance gaps in CO2 removal.

Panellists will each give a short statement, before the moderator opens the floor to questions.

  • What scale of CO2 removal is needed to meet the Paris Agreement goals, and by when?
  • How big a role can nature play? What could be the co-benefits of CO2 removal?
  • How can policy makers balance the challenges of climate, biodiversity and food supply?
  • Why are governments and civil society organisations not giving CO2 removal the attention it requires, per the IPCC’s report?
  • How well do provisions under the UNFCCC, Paris Agreement and Convention on Biological Diversity (CBD) address large-scale CO2 removal?
  • What governance gaps could or should be addressed as a matter of priority?
  • What are the respective roles of governments, intergovernmental organizations, civil society and the private sector?
